When is inspection not enough? And when should APHIS to resort to a quarantine treatment? The treatment manual APHIS uses to guide treatment of imported commodities has been around for over 60 years and its roots go back to Medfly outbreaks in the 1920s. The science of quarantine treatments has expanded to include many methods other than fumigation and APHIS policy has changed with the development of better science and technology. APHIS now makes extensive use of systems approaches to allow safe entry of commodities into the United States. Examples of systems approaches that are currently in use by APHIS include Mexican avocados, papayas from Central and South America, and movement of citrus from areas of the Florida that have serious citrus diseases.
