A proposed security and inventory system for users of aluminum phosphide fumigants

Even though other insect control measures are available and commonly used, aluminum phosphide remains as a key component of insect control programs for a wide variety of stored agricultural commodities. The phosphine gas generated from aluminum phosphide is extremely dangerous to humans and EPA requires that extensive safety measures be taken in the storage, transportation and application of aluminum phosphide fumigants. Despite these requirements, misuse incidents have occurred resulting in human illness and fatalities. Since September 11, 2001, there have been increased concerns about the intentional use of aluminum phosphide for purposes of terrorism. A storage, inventory and transport system has been developed to help businesses and agencies that routinely use aluminum phosphide manage their inventories and prevent access by unauthorized people. The system includes specially designed storage and transportation boxes for aluminum phosphide flasks, labeling to number boxes and identify responsible persons, and inventory control forms.
