The refuge strategy is central in delaying the evolution of insect resistance to Bt crops. Because the ecology and life history of pests targeted by Bt crops differ considerably, many different refuge strategies are currently implemented. We have developed a flexible program that uses as input a GIS map of transgenic and non-transgenic crop fields and basic information on a refuge strategy to determine regional compliance to such a strategy. The program allows rapid and easy assessment of compliance. Using Arizona cotton maps from 1998 through 2002, we will demonstrate how the program works and how grower compliance has evolved over the past 5 years.
